Pemuda yang lembut, “bendahara” yang mengepalai istana pada masa pemerintahan Hizkia, yaitu kepala atau pengawas istana. Karena keangkuhannya, ia dipecat dari jabatannya, dan Elyakim dipromosikan menggantikannya (Yesaya 22:15-25). Tampaknya ia adalah pemimpin kelompok yang mendukung persekutuan dengan Mesir untuk melawan Asyur. Diduga bahwa “Sebna, juru tulis itu,” yang merupakan salah satu orang yang diutus raja untuk berunding dengan utusan Asyur (2 Raja-raja 18:18, 26, 37; 2 Raja-raja 19:2; Yesaya 36:3, 11, 22; Yesaya 37:2), adalah orang yang berbeda.
