Herod the Great was the Rome-appointed king of Judea at the time of Jesus's birth. Matthew's Gospel describes him receiving magi from the east who were searching for a newborn "king of the Jews," and, after they left without reporting back to him, ordering the killing of young boys in Bethlehem (Matthew 2:1-16). Outside the Bible, he is known as an ambitious builder responsible for expanding the Jerusalem temple and founding cities such as Caesarea Maritima, and for the paranoid violence of his later reign, which included executing members of his own family.
